Updates all GitHub Actions workflows to reference the new upstream repository and branch for ckb-light-client.

• Branch: use-trait-for-storage-functions → quake/refactor-and-sqlite

Each workflow now uses the new repository in both workflow_dispatch input defaults and environment variable fallbacks:
